The bigger the better. It all depends on the space you have to work with. The more water volume the better. There are plenty of DIY builds out there. All you have to do is get some baffles cut and you can silicone them in a Tank you can buy at the local pet store.

Yes, 20gal would be reasonable. I had a 20 long under a 40 breeder for 7 years. It worked well.
Here are some of the benefits of sumps;
-adds water volume for better system stability
-allows surface skimming in the display tank so that you can get better light penetration and gas exchange
-allows you to put all of you filtration in the sump instead of hanging it on the back of your display
-allows your protein skimmer to work more efficiently

For volume, go as big as will fit in your available space. As big as or even bigger than the display is great, but most can't do that. So go as big as you can. I'm a big fan of using a regular aquarium as as sump.
There are definite advantages to running without a sump as well, so I think that angle may also be worth considering if you haven't already.
