What's on my sand bed

This has been showing up more often on my sand bed, I've been using coral snow once a week for 2 weeks now, ive also had to remove a powerhead and need to replace it soon. My Nitrated and phosphate both read 0.00 but the corals look good and there is very little algae to be seen on the rocks. I have a canister filter with phosguard and purigen as well as some bio pellets.
Is there anything I can change or start trying to get this cleared up?

0 nitrate & 0 phosphate are your issue. Opportunistic algae like Dinoflagelets & Cyanobacteria thrive under these conditions. Vacuumed your sand bed with a water change and get your nutrients up.
 
Is it also on your aquascape as well or just the sand?
