I plan to set up a UNS 60S (24" Long x 14" Wide x 7" Tall) 10-gallon tank and was thinking it could be a cool shallow/tidepool tank for small species of waspfish like a yellow-spotted waspfish or pygmy rooster waspfish. Where would one find these fishes to buy, I could try an LFS but they are over 3 hours away from where I am. Are any online retailers worth a shot?

A 10g would be fine for a little red rooster but a bit too small for a yellow spot. The only place I have ever seen a red rooster o line is on divers den, but that has been a long time ago and very infrequent. You can find the yellow spot here and they do have them in stock often.
Scorps do jump so the tank must be covered.
