They can look similar, and Prorocentrum do show up in similar situations, but these posted pics are definitely Ostreopsis.To me it looks like Prorocentrum lima, a benthic dinoflagellate of reef environments, frequently found on algae and dead corals (live rock).
I only mentioned Prorocentrum lima because it is the dinoflagellate I most frequently encountered and it looks quite similar. I didn´t see a video or movement. Am I right that you took the pictures and did the determination?Check algaeid for pics and vids. The vids can be really helpful, because dino motion is often more distinctive than shape.

I think in praktical respect it doesn´t matter much since both are toxic benthic dinoflagellates. Or do you think both genera have to be treated different?
