White foamy

I'm getting a lot of white foam surrounding the top corners of the tank. I've reduced my phosphates pretty quick, so wondering if this has anything to do with it? Also moved the powerhead. Flow problem? Thanks.

Ideally there should be enough surface agitation so that nothing collects IMO. It might indicate a flow issue but pictures might help to get a visual
