White stuff on angel fish?

I have 3 Watanabe angels in a qt tank an one of them has white spots on her fins it doesn't look like ick?? Does anyone know?

My guess is ick but I could be wrong it looks like the one pictured has been getting picked on which makes them more susceptible to disease and that may be why that's the only one showing signs. I wouldn't add it to the display if you were planning to.
