At the bottom should be just push throughs. 1 wire per hole.

Yes it should be the same. If you place the wire up the slot and give a little tug you should feel it grab.

Yours is similar to mine. I use the outer slots on each side. The bare wire pushed up there when it will go no more slightly pull back and it will lock. Just make sure your wire loop is correct.

Somewhere the loop is broken. The one that flickers is probably the ok one.

I know it may seem dumb. But are the bulbs sitting in the caps correctly.

Yea, the lamps will fire one at a time. All the electronic ballasts I've used will fire one, just like the Power compacts.
To trouble shoot the ballast, move the one lamp that works over to the trouble outlet, if that one won't fire its the ballast not the lamp.
Looks like you've got it wired correctly.

What I read if the ballast is in series if one bulb is out the other won't work or if u only have one bulb in then it won't work?

Thats right. It is a electric loop. Just like the old Christmas lights. If you have a long wait for the bulb. You can pick up a spare at a LFS to test you system. It is always good to have a few spare bulbs.
