Maybe some background and clarification would be helpful to understand your situation. What do you precisely mean by fluffy? Was it fluffy before? Did anything change in your tank? Hope to help soon...
 
Xenia is one of those mystery corals. It takes over some tanks but refuses to grow in others. Most say it needs a high nutrient tank to survive. I had them until I ran Bio-pellets then they slowly dissolved away.

It's growing and my nutrients are high I'm trying to lower them cause a buddy of mine has them in super low nutrients
