Zoa in poor condition

Hi guys, new reefer needs some help with Zoa.

I just got this new Zoa frag 5 days ago for 20 bucks. While I'm keeping it at low flow and low blue light, it never really fully expanded - this is as far as it goes in the photo.

I tested the water params and everything's in the range. I was under the impression that Zoa is beginner friendly and I'm wondering what I did wrong.

P.S. The frag comes with one big head and three tiny heads. Whenever I turn off the light all the heads would fully close in 5 minutes.
