Zoas not openong all the way

What can cause some zoas not to open all the way i see it more on some of the high end ones. The common ones like bam bams , mohaws open really good.
Could of that for to much light ,I raised my light a little bit higher hoping. This helps
My parameters are
Salinity 1.025
Phosphates are 0.10
Alk 8
Cal 420
Nitrates test at 0 with red sea test kits
I do have chaeto, light comes on after display light go off
I do run a skimmer. I started running carbon.
I only dose reef energy a &b , I do spot feed the zoas 1 or twice a week reefroids
Lights are hydra 26 stays on for 9 hrs . 2 Kessel just on blue. , 2 t5 bulbs that stay on for about 6 hrs.
Tanks its 30 by 24 by 8 height

I did dose to get my nitrates up higher,
The rainbow eclipse and the exosphere. They open a little more just not all the way to see a full skirt , light just came on. But still I have 3 power heads but 1 maxijet just running under the egg rate. And 1 koralia and 1 jebao pushing water at the top. Theres hardly any movement on the zoas from the power heads
