There's plenty of room to hide but he doesn't want to.
Try turning the lights off for awhile and keep the room dark. The wrass will go to his sleeping spot and it will give the goby some time to distress

Yes, keep off till tomorrow morning. Have food rdy as soon as lights turn on. Keep fish fed a bit more times per day for first week. As soon as I did that, my alpha left the new small fish alone.
