So for my drains i will be using a herbie style with 2 drains, one with a gate valve and one emergency , a few inches higher more near the whir. How would I make this silent?

You might have an issue purging all the air out of the line.

if air gets trapped in the down pipe ( it has that 90 so its not a straight shot) its going to gurgle and make noise

No forget the street 90 thing. You might have to shorten the pipe that goes under water in the sump. Or somehow get rid of the 90. 2ea 45's or flex tubing would be a solution.
Try it like it is. If it is too noisey then try these other things
