lumps

Just noticed today that my porcupine puffer, Steve, has two little brown lumps, one in front of his right fin and the other behind it. Doesn't seem to be impeding his swimming at all, and he's acting like his normal self. None of the other fish in the tank have any of these either. Just wondered...

Anyone know what it is? What treatments are there? Is it contagious to other fish?
