I've never had to fight cyano unfortunately fortunately.

Flow definitely helps.
Cyno hates flow.
Only had small patches here and there never bad and was always due to phosphates for me, not nitrates.
At least for me.
My tank was running at least 60 to 80 nitrates and I had no cyno.
Using gfo I got down to 0 phosphates that's when I got cyno.
Jacked up the flow, stopped changing water, took out the gfo, let phosphates rise.
There's a balance between the two IMHO.

I think I create an imbalance between nitrate and phosphate ratio. Nitrate was at 68 and phosphate couldn't read with Hannah. Nitrate reduce to 20 (water change) still not reading phosphate. On salifert it seems close to 1. Since 2 days I am adding lanthanum slowly to see if it has an impact. I will test tomorrow morning.

I know we all want to not add chemicals into our tanks but this worked quickly and completely for me.

Forgot to mention that I have some of this on my fish meds shelf for cases where cyano is the only problem. Idea is to wipe it out and replace with other microorganisms (Fiji Mud for me) while correcting flow and nutrients. If there are other issues, I usually try to tackle the issue before meds.

So came back from school macro algae is dying, brown film algae has taken over and the algae is the worst it's ever been. I swear I have 0 dang luck with this hobby. Can't buy anything and I can't do anything about anything. On everything this algae will never go away.

Also came up with a plan that I need approval of. I wanna scrub the rocks all over again, scrub more then I did last time specifically the problem rock which is the one with the most algae on it, issue is I'm afraid if I take this off it'll cause structural issues right away with the rocks on the lower level and cause a rock slide. However if I pull the rock out and scrub it I have no idea how to get it back in etc, this rock is what's causing the GHA to come back as well. So the plan is to scrub the GHA off then spray with hydrogen peroxide then put back into the tank. Also can I soak a toothbrush with peroxide and scrub on the inside of the tank?

I have never used peroxide so I can't answer that.
However, you're going to have to not worry about your scape but instead do each rock.
One rock won't be the culprit.
GHA is just in there.
You have plenty of coralline so you have some luck don't get down on yourself.
You are going to have to manually do it every day for awhile.
It's a job.
Once you get some funding, we'll all talk about what steps to take, when, why and where.
Keep your head up.
It's a battle but one you can win.

I've got around 90$ right now from jobs? Somewhere in there enough to buy an ro buddie but I'm gonna have to get through to my parents. LFS still no sea hare turbos or tuxedo. I either choose ro buddie or sea hare and tux I could possibly do both but id have to really dig deep.

It's bulletproof and you can easily add whatever supplements you want to it.

Take the bad ones one at a time, scrub them in some tank water, peroxide them whatever.
If you pile them you can do the right side then the left side, etc.
You can just move them from side to side each day.
You're going to need to do a water change, small is OK throughout this process so be prepared for that.

I'm looking into instant ocean. I think I'll be able to do that before I do the RO buddy. If making my own water will make that much of a difference then yes, I'll definitely do it. Instant ocean, then ro buddy then cuc?
