Plan for my 20g AIO so far is 2 clowns and a tailspot blenny. Clowns will be added last. Any ideas what would go nicely with these?

I'm thinking either a clown goby, watchman goby + shrimp, or a royal gramma?

Would 5 small fish be too many?

Thanks!

5 small fish would be fine, and all of those fish would work good with each other. Just watch how much you feed!

I think 5 fish would be a lot. At first it won’t seem like it but as they grow and reach their full sizes it’ll be quite a bit in a 20 gallon tank. I think the two clowns and one of the gobies you mentioned would be great in that tank allowing each to have their own spaces.
