adding dry reef rock

After cutting up alot of rock to make frags and removing mushrooms that were getting out of hand I would like to get rock back in the tank. Is it safe to just add dry rock from BRS or does it need to be cycled? I dont see a reason for cycling but wanted to get a few opinions from some reefers who have used the stuff thanx
 
A lot of dry rock has phosphates in it. Get a trash can (doesn't have to be big) and soak the dry rock in it with saltwater. The water will leach the phosphates out of the rock. I've read a lot of people do this.
