Advanced Networking issue

So I have an Apex on one of our service accounts and we are having a lot of trouble getting it to connect to the clients WiFi. We can not at this time get the tech computer to hook up to Apex Local. When we contacted Apex they had a lot of trouble getting team viewer to run with out crashing. it seems to be that the Apex has the same IP address as the techs laptop. do you guys have any idea how we should correct this problem

Use a static ip on either one the fastest would be in the tech's laptop
And I'm one not to criticize anyone but I'm sorry if they don't know that or to turn the laptop off and on again
Come on guys this isn't adavanced networking this is basic

You didn't offend me and if I came out that way I apologize. But you said tech
And I presumed he was a IT tech if he was not then I'm sorry for doing that
