This is a surface level chip. The glass is still there. If you look at it from the other side you can’t see it. There are no runners. Glass is 1/2 in, tank is 120g should I risk. The previous owner had it running never even noticed it

It would be nice to see 'the other side' (i.e. a side view). 'chip' usually refers to a piece of glass thats missing. If the glass is still there - would you characterize what you have as a 'crack' rather than a chip? I'm tempted to say it doesn't look 'that bad' (I personally would not use the tank based on what I'm seeing) - however more information is needed - and in the end its going to be your comfort level - because you are likely to get multiple differing opinions.

I just filled it with hose water to leak test it but I’m super worried now

If you have enough money that purchasing a new tank is an option, then I'd say just do that.

If you'd rather not spend that much money you could run an extended leak test and see whether it's trustworthy or not. Set the tank up outside or in a garage, fill it up - maybe hook up a wave maker or pump of some sort - and let it go like that until it bursts or enough time has passed that you are more confident about it.

I personally would not use this tank. I will say = I have used tanks with chips before - but not one with a crack like this appears to be. A new tank sounds expensive - but - if this one leaks/breaks after you fill it - stock it, you will have much more potential expense

Looks like a crack. With reeftanks the tank is only a portion of your total investment. If you can't go new find a nicer conditioned used tank. Good seals and no cracks / chips.
