Alarm based on 2 units of measure?

I have a electronic ball valve controlling a heat exchanger/pump. I'm trying to program a virtual outlet that will notify my if the ball valve fails.

I'd like the outlet to turn on if the ball valve has been powered on for 30 mins, and the temp is still below 76.9. *(I have to use watts as the outlet powers an external temperature controller for redundancy)

This is what I've come up with, does this look like it will work?

Set OFF
If Output Heater Watts > 25 Then ON
If Tmp > 76.9 Then ON
Defer 030:00 Then ON

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
