Apex Defer Outlet On After Sensor Sets off

I setup a water level sensor in my skimmer section of my sump to trigger my skimmer to turn off if the water level gets too high for any reason. I thought my defer would keep the skimmer off to prevent frequent switching on/off. However, this only seems to work when the return pump is flipped back on or I set the skimmer from off to auto. What am I doing wrong?

Current code:
Fallback OFF
Set ON
If Output Return_Pump = OFF Then OFF
If SMP_HI CLOSED Then OFF
Defer 030:00 Then ON

Would this code be better? Would the skimmwr still turn off if the return pump turns off?

If SMP_HI CLOSED Then OFF
Defer 030:00 Then ON
