Looks like bubble algae at the bottom with some sort of hair or turf algae above. You can try a combination of manual removal plus adding snails and crabs. If you want to try the chemical route then Fluconazole works for both bubble algae (supposedly) and hair algae. Even if you go the chems route you can ant to do as much manual removal as possible.
