Cloudy is usually indicative of a bacterial bloom. How long has the tank been set up?

Sounds like it might be a algae bloom. If you could post a picture we could help confirm.
If it is an algae bloom I would suggest running some fresh carbon, do a water change, and oxygenate the water.
