APEX ATO - I'm sure this has been answered more than once

I have been searching, and think I figured this out, but I"m nervous so I'm asking. This is for an APEX Classic.

I have floats:
1) ATO_L that says "not enough water"
2) ATO_H that says "Stop, I'm drowning"

I also created a Virtual outlet ATO_MAX

What I want to happen:
1) If water is low for at least 1 minute, turn on
2) if water is too high, don't turn on
3) If on, don't stay on for more than 5 minutes
4) Once off, don't turn on for 360 minutes

My code:
ATO Outlet:
Fallback OFF
Set OFF
If ATO_L CLOSED Then ON //not enough water
If ATO_H OPEN Then OFF // I'm drowning
If Output ATO_MAX = ON Then OFF //Its been 5 minutes, shutoff
Defer 001:00 then ON //don't turn on unless low for a minute
Min Time 360:00 Then OFF // Once off, stay off for 3 hours

My ATO_MAX Virtual outlet:
If Output ATO = ON Then ON //If on then on
Defer 005:00 Then ON // but wait 5 minutes before turning on

Sorry. Just saw where you said you have floats and not the light sensors.

With this coding min time means it can only cut on every 60 minutes, when on means it will only stay on max 3 minutes. This is my coding

Your defer statements, it waits 30 seconds before turning on, and 10 seconds before turning off. Am I reading it correctly?
