Apex Head Unit Only?

No. The head unit is for people who already have a Apex Classic which has the probes & outlets. If you do not have the Classic you would want this https://www.bulkreefsupply.com/apex-controller-system-neptune-systems.html which will be cheaper than buying everything separate.

That assumes you are going to get all of the pieces. I just need something to ramp my lights right now and rather than spend a hundred bucks on a controller that can only do my lights I can get this head unit now and add mods as I grow in the hobby. or will this only work if you have an energy bar?

I might be wrong but I would think you would need the energy bar outlets for the Apex to work properly. The 2016 head unit does have WiFi so your lights & stuff might work with that.
