Apex Junior Programming: Max time??

I am trying to set up a low pH buffering system for my 20 gallon reef aquarium. The basic idea is to administer NaCO3 in intervals of 5 seconds, every 4 minutes, as long as the pH is below 8.18.
How can I program this into my Apex?
I know there is min time options, but there doesn't seem to be a way to keep the outlet on for 5 seconds, then turn off. I considered the oscillate option, but there is no way to program an if conditional into that statement. I'm at a loss.
I am very new to all of this, so any advice or ideas would be greatly appreciated!!
 
Actually, OSC is the best method for this, as long as you follow it with the If condition for the pH reading:

Fallback OFF
OSC 000:00/000:05/003:55 Then ON
If pH > 8.17 Then OFF
