It really depends on your budget. I would say the best for a 15 gallon entry level would be the apex jr. It can be expanded to meet your needs or if you upgrade your tank. The Apex Jr. can be fully upgraded to the equivalent of the other Apex systems minus the LAN port. If you plan on upgrading or expanding and budget allows, I would go for the Apex Pro. It will save you a little money vs adding on additional items upgrading the jr.
