Aqua mars controlled by apex help

I have don’t the diy to connect my 3 aqua mars to my apex. I can adjust the intensity but can’t go lower then 15% which i knew would happen but when I turn them to 100% they only pull 52 watts each. If anyone with aqua mars 165w and apex if you could look at what they pull that would be great.
 
So me running my blues at 100 it’s not truly running at 100%
 
I’ve watched the video and it just shows how to connect them which I have done. I can control the intensity of light and the light changes. My problem is I have my lights at 100% on the apex but the outlet on my eb8 is only using 52watts. I was asking if anyone using aqua mars at 100% pulling more watts through the outlet?
