Are these hydroids?

Yes they are. I just can't tell if they are digitate hydroid or a different species. They look to be on mass spread.

EDIT: Colonial hydroids. Still looks like they are mass spreading. Pluck them out with tweezers if they are rapidly spreading.

They are literally everywhere
