Are these lepto?

Pretty sure both of these are some sort of lepto, the brown/blue one and the rusty red one. On the frag rack. They'll be fine on the sand I assume?

Red one looks.like stylocoeniella to be. Either are normally fine on bottom.

Directly on sandbed or should put them on a piece of rubble or something?

For something like that i would always put on rubble/rock/etc just to prevent sand covering it. If the goal is to have it keep encrusting and getting bigger for either one you are going to need it on something hard it can encrust onto.

The blue one looks like a Mr. Freeze lepto, very nice
