For the most part . Generally white tips are growth but it can be receding from the tips.

If the white turns to algae and not new flesh there is something wrong

I want to say it's hard to tell from the pictures and video, but also those spots do seem very bright compared to the overall contrast, and I would be surprised if that was growth, it seems pure white, while growth will be a lighter color for sure, that seems more bone white, I could be wrong time will tell, are you worried about it? Or has something happened recently that you are on alert for? Or is this just something that just happened and your curious?

I have a coral that looks similar, dont know the name though. It has growth tips excactly like yours so I say growth.
Here is a pic of mine on the bottom in the middle.
Ill get a better pic when I get home later.
