ATI Hybrid T5/LED Dimming Issue

I bought a used ATI powermodule T5/LED light and I'm having a strange issue. I am using the lighting software to program the lights and I noticed when I just have 1 T5 channel on the bulbs in the channel seem about 50% dimmed. Both channels do the same thing. However when I have both channels on at the same time it seems to be 100% brightness from both. I for sure have 100% in my programming, any ideas what is causing this?
