ATI powermodule fan for middle LED not running

I got this 4 bulb 48” powermodule (3x75w led) a few days ago. After some testings, I noticed that the fan for middle LED cluster was not running. The temp for middle led is also slightly higher than the other 2. 50C-53C led without fan running and 46C-47C for leds with fan running. I also tried to swap the fans from the working ones To see if it’s just a busted fan but apparently the fan from middle works just fine when I plug to the other side

This is what it looks like when I ramped everything to 100% for 1.5 hours

I’ve done this prior posting. Also the fan is not defective since I already tested it with a 9v battery
 
Does the fan spin freely when you flick it with your finger? Its likely the fan cover has bent down slightly causing it to rub on the fan.

LED fans are temperature controlled. What temperature does it show?

I believe the fans come on at about 30, but I would have to check to be sure.

Not sure the temp, I'm in the UK so have the European version but I turned the LED on to full power and the fan started coming on so must work ok. Thanks.
