Ballast Question

I have 72" Griesemann Infiniti fixture and 2 of the 4, t-5s are not coming on. I am assuming it's the ballast on that side. Is there a way to test a ballast? If so, how? All bulbs are brand new as of 6/27/2020. When they were on the middle of bulb never fully lit, and I heard a small pop when bulbsl quit working.
 
Likely the ballast. For safety on light and myself, I took mine to an electrical firm near me and had them test and then change the bad one
 
Swapping the ballast is a pretty straightforward job IMO. I'd do it myself. Should be a 15 minute job.
