Have you noticed any harassment from the other Banggai?

Unless they are a mated pair, a Banggai will not usually coexist with a second one. Pajama cardinalfish are fine in multiples.

How big is the tank? Is there enough rockwork in the tank? Is the fish still hanging out by the heater? A short video will help to identify what is happening.

So how long have you had them? Was the one eating before now? What are you feeding?

2 Bangaii Cardonals will be fine, either you get male/female, male/male or female/female. So will always get along in a tank, the problem is when you get 3 or more.
Bangaiis are notorious for not eating dry food, try frozen or live baby brine shrimp if you haven't tried yet.
Have
you checked the one that is not eating is a male carying eggs? Male bangaiis will Cary eggs in their mouth for around 30 days when spawning, you will see a bigger yaw then usuall and every now and then he will tumble the eggs, but in the 30 days he will not eat.

This is not typically the case, when sexually mature unless it is a mated pair they do not tolerate one another, and likely one will kill the other. Like everything else there may be exceptions. If the tank is large enough, the less dominate may be able to stay away, but they will not live happily together unless they are male/female with a strong bond.
