Weight and volume are two different things. You can do it, but if you want to be accurate you must factor in the specific gravity of the liquid.
If measuring one mL and wanting to be as accurate as possible, you should use a syringe or a graduated cylinder.

The RODI would be the reference, meaning the SG=1. You’d have to know the SG of the liquid reagent (assuming it is liquid???) to be able to measure it accurately via a scale.
As for graduated cylinders, you want one as close as to the volume you are measuring. So if you want to measure 8mL for example, use a 10mL cylinder, not a 50 or 100.
