Best way to tap into 55g barrel with bungs?

This will actually be for my veggie garden, but I am getting 55 gallon food grade plastic drums with the two bung holes on top.

Since I won't be able to reach my hand in to the bottom to screw on a bulkhead, would a simple uniseal work?

My plan is to have a 1/4 RO tubing come from the barrel to a float valve inside a rain gutter system for a continual top off setup.

So - the 'system' is not going to be used with a reef tank - but for your garden? I don't know if you've bought the 'stuff' yet - but - there are rain barrels with spouts already installed that you can adapt to RO tubing.

Frankly - a picture is worth a thousand words - its not quite clear to me how the water is getting into the bucket or how you're wanting to set up the float switch? Or what you're trying to do - I'm not sure how to answer the question about the Uniseal - without knowing what you're really trying to do?
