Biocube 29 CREE LED upgrade... Too much "shimmer"

So I finally did my LED upgrade to my Biocube 29 a few days ago and I have a crazy amount of "shimmer". My tank almost looks like a strobe light! I have a nanotuners heatsink with 24 CREE XR-E 3w LEDs. 12 cool white and 12 royal blue, powered by meanwell drivers. Anyone have any ideas? I've played with surface flow and it doesn't seem to help too much. I have a similar fixture over my sump frag tank that has 12 CREE XR-E 3w. 6 cool white and 6 royal blue. There is no real shimmer that I see with this. It is also 18in off the water where as the BC hood is only a couple inches. Anyone have any ideas?

I just got done putting the light diffuser on and it helps quite a bit! I figured I would try this before removing the optics. I guess I will settle for this
