Can you try to get a picture under white light? The blue lights makes it difficult to visualize.
How long has it had these spots?
How long have you had the fish? Looks like a long term captive, so when was the last time you added a fish to the tank?

What I'm seeing is a generalize skin reaction to some "insult" - could be from an injury, could be from a disease. It may not be possible to tell from a photo though....

I’ve had him since 2016 (March). I did not knotice the spots until today. That fish and I have been through a lot. He/she is a survivor. I’ve had multiple tank crashes. Including ich, velvet, ammonia, nitrate, nitrite, he/she eats out of my hand let’s me pet it etc. I’ve seen cuts from a small quarantine tank before. All healed. These spots are new.

I ODed nopox recently. Used a UV sterilizer and airstones to combat this. Lost NO fish although two wrasses still breathe heavy (rapid gills). Now these spots.

This was during the bacterial outbreak. His/her tone is completely different. But I don’t see any indication of spots.

Is it a possibility that the spots are a bacterial issue?
Could be. Being on the soft portion of the fin means that it isn’t in a vital area of the fish….I wouldn’t treat it.
I don’t know of all the reactions nopox can have, other than a number of people have suspected various issues after using it.
