BlackBrown blister/bubble on BTA foot??? Help

I recently had to tear down my tank for a leak. I see there is a brownish blister/bubble on my BTA. It split about 2 weeks ago prob due to cramming everything into an emergency tank. Any idea what it is?

I would say that it is budding.
Either from the split or a new one.
