Hi all, I got a starry blenny a few days ago and he has started breathing heavily (see video).

It's a 50g cube with two clowns and two damsels that seem to be doing fine so far. Is it normal for blennys to breath this heavily?

Yes, that's breathing too fast. There can be different reasons for this. First thing is to ensure the tank has good aeration from either a skimmer or an air stone.

Is the blenny still feeding normally?
