Boils/wart like growths on fish

My molly miller blenny has developed some weird looking growths along the base of his dorsal fin. They have a jelly-like sheen to them like you could pop them. Never seen anything like it.

Otherwise the fish is acting normal and eating well. I keep NO3 at about 10 ppm, PO4 under 0.2 ppm. System is 9 years old. Newest fish addition was the molly himself over 2 months ago.
