Bottom "sweeper" for bare-bottom tank - design question

Would this design suck water from the bottom of the tank? In theory, water from the display should go into the overflow box from the top and from the opening at the bottom as well. If so, how strong would you consider the bottom suction would be? This is for a bare-bottom tank.

This resembles how the CADE overflows work. Love mine; presume this would be clever as a result, but I'm no expert.

The water would stop at the arrow where the 3cm is.

The water surface drops by ca. 4 cm. The 3 cm between glass wall and holes and some mm extra for the "heap" the water forms.
The sump must be able to take up this water.
