Broken Aquaknight 30w

I have an Aquaknight 30w that I would like to fix. It no longer turns on. I have taken it apart to see if there were any obvious problems. Through this process I noticed that when my finger touches the pieces marked "101" and "103" the lights flicker. Now I have 0 experience with pcb's so any guidance is appreciated.

It's hard to tell from the picture, but that kind of behavior could be due to faults in the solder joints. The components you described are 100 and 10k resistors. I would try applying some electronics flux and reflowing the joints with a soldering iron or reflow station.
