Does each crown have 8 petals/tentacles? If so, it's likely some type of octocoral.
It's also possible that they're colonial hydroids... you can Google some images and see if they appear similar to what you have.

Colonial hydroids! Pull the rock and acid wash it! Those darn things will take over like aiptasia and sting everything:

Yeah, those are definitely hydroids, possibly Myrionema amboinense.

Hydroids - remove ASAP if at all possible. Kalk paste can be used if its an unmoveable baserock. Godspeed - Those Hydroids are terrible.
