I beleive they were blowing up the reefs in order to harvest them. I could be wrong though.
Ive always disliked Pukani because it needs to be cured. ReefCleaners is add-n-play. No algae, and its much more porous/hole-y.
This is not how they were harvesting at least the large operations some small time divers may have used tactics like this but the large operators that the vast majority of us sourcing our rock from were doing things like collecting rock that washed a shore. Theres plenty of videos on walt smith’s operations.

This was a feel good reaction as governments do little to reel in line fishing, poaching, and overfishing that have a 1000 fold effect compared to the aquarium trade.
