Can anyone tell me what may be going on? The anemone seems to be "disintegrating", shedding white globules into the water and is much smaller than he used to be. What could cause this?

Not sure which sticky you're referring to, the only one I see is in regards to not feeding and the QT thread.Did you recently feed it? This deflating happens like a water change so it is okay. But if it consistently happens nightly then your BTA has a bacterial infection and needs to be treated (sticky in forum from Amoo).
Another possibility is that the dry rock you added to the base of your main display is causing the tank to go through another mini cycle. Check for ammonia.
Sorry, with the position he is in the tank, it's hard to get a good picture, but I wouldn't say he's bleached.Can you take a picture of him under different lights? He looks potentially bleached.
Unfortunately my 2 QT tanks are occupied right now and medicated with fish.Okay that anemone needs treatment. I would suggest moving the entire rock to quarantine and trying daily water changes. If you can get medication then know that your live rock bacteria will die with antibiotics.
