Bubbles all over rock?

These bubbles just formed recently. Skimmer looks like it’s blowing some micro bubbles. Just from that?

Is it on all the rocks or just a few? Do you have enough water movement in the tank? The larger bubbles should be blowing off with the flow.
 
Kind of all over. Is this cyano?

Started with Tampa bay ocean live rock but nitrates and phosphates have been running high (nitrate ~15ppm, phosphate ~0.5 ppm). I’ll check those again.

What’s the best course of action? Siphon/vacuum out best as possible and water change? Cut back on light?
