Bubbletip in nano ?

would it be possible to put a bubbletip in a 5gal? Do they create a lot of waste? Would they deteriorate the water quality quickly? Is there any reason this shouldn’t be done, given that lighting is adequate?

It's possible but not a good idea for newer hobbyist. BTAs can move around a lot, BTAs get huge. Water chemistry in a Pico can be difficult to maintain. The smaller the tank the less room for error. I would not do it mainly because bubble tips move around too much.
I do keep Maxi-mini Anemones in a 6 gallon.

So it’s more the moving issue? Do anemones create large amounts of waste? I am very experienced at keeping a reef. Just not well educated on the waste production of an anemone

No, not if you're not actively feeding them. I never fed my BTA, and they grow a lot slower. A fully cycled system and with adequate filtration should be fine.
And yes to the moving issue. They are famous for moving into power heads, over flow gates...An Anemone obstructing an over flow could be a disaster. Heaters are another challenge.
