It goes over your camera lens so you can get underwater close up shots of your corals or fish. It takes away any distortion the surface may cause as well. BAO makes high quality stuff, but he is usually sold out of this model. His website talks more about it as well and he offers free replacement lenses for life if necessary, just need to ship it to him.
