prob a silly question, but "packs" = # of nems (not inc bonus ones)?

So if someone bought 10 packs for the 450, they'd get 10 nems (plus bonus)? The "packs" is throwing my brain off lol!

I'm guessing they are individual bagged so that's where "packs" is coming from, but curious.
